One of the more troubling of beauty challenges are under eye circles. To be clear, this is not a skin condition, but rather one of blood and fluids that involves poor circulation.
The most likely suspects are food allergies, intolerance, and liver and kidney issues. These can lead to sluggish blood flow, that can show up as under-eye swelling, puffiness and the appearance of pigmentation we call "Under Eye Circles".
The best solution is to eliminate problem foods and support digestive health. You can also gently tap the under eye area to improve the movement of circulatory fluids, using gentle tapping with your index and middle fingers around your eyes. Then you can press upwards and massage gently, around the orbital and brow bones, on either side of your nose.
